Safe, compliant and controlled removal of friable asbestos in accordance with New Zealand legislation.

This course provides learners with the knowledge and practical skills required to safely remove friable (Class A) asbestos-containing materials (ACM) and asbestos-contaminated debris under controlled conditions. Learners prepare removal work, establish enclosures and decontamination systems, undertake friable asbestos removal, complete decontamination processes, clean up worksites, and complete required asbestos documentation in accordance with the Health and Safety at Work (Asbestos) Regulations 2016 and industry best practice.

Key Learning Outcomes:

  1. Prepare for friable asbestos removal by reviewing survey information, workplace procedures, regulatory requirements and asbestos removal documentation. 
  2. Identify friable asbestos materials and associated hazards and determine appropriate controls
  3. Select and use appropriate PPE and RPE in accordance with AS/NZS requirements
  4. Prepare the removal site, establish exclusion zones, signage, decontamination units and required plant and equipment
  5. Isolate asbestos removal areas using suitable enclosure and containment methods
  6. Carry out friable asbestos removal using approved wet methods and controlled removal techniques
  7. Perform personnel and equipment decontamination procedures
  8. Clean the removal site and manage asbestos waste for transport and disposal
  9. Contribute to and use asbestos documentation including ARCPs, notifications, records and clearance requirements

Entry Criteria:

  1. All students are required to have a level of written and oral English equivalent to NCEA level 1 (year 11) or IELTS 5.5 or higher, to be eligible to attend our courses. The person responsible for making bookings or authorising attendance on the course must agree to these Terms and Conditions prior to acceptance of their student(s) onto the course. Where a student does not meet our English language requirement a reader/writer must be supplied by the student or the person responsible for authorising the student’s attendance. The reader/writer cannot be another student attending the same course.

WorkSafe identifies a course containing NZQA Unit Standard 29766 – Remove friable asbestos as the relevant course for Class A asbestos removal work. Safety 'n Action's Asbestos Removal Class A course includes Unit Standard 29766 and develops the practical knowledge and skills required to undertake friable asbestos removal under controlled conditions.
NZQA Unit Standard 29766 – Remove friable asbestos is a Level 4, four-credit standard. It covers preparing for friable asbestos removal, preparing and isolating the asbestos removal area and site, carrying out friable asbestos removal and decontamination, cleaning the worksite and completing documentation in line with New Zealand regulatory requirements.
A Class A asbestos removal licence permits removal of friable asbestos and also allows the removal work permitted under a Class B licence. A Class B licence is for non-friable asbestos and associated asbestos-contaminated dust or debris. Because friable asbestos can release airborne fibres more readily, Class A removal requires higher-level controls and training.
Friable asbestos is asbestos-containing material that, when dry, can be crumbled, pulverised or reduced to powder by hand pressure. Because fibres can become airborne more easily, friable asbestos presents significant exposure risks and requires strict containment, respiratory protection, decontamination and licensed removal controls.

Workers carrying out Class A asbestos removal work need appropriate training and must work within New Zealand's asbestos licensing framework. WorkSafe specifies training containing Unit Standard 29766 as the relevant course for Class A asbestos removal work. PCBUs must also ensure asbestos removal work meets the applicable requirements of the Health and Safety at Work (Asbestos) Regulations 2016.
